Wireless controller onpremise vs cloud

I have several wireless access points.
The roaming between them doesn't work well due to sticky wifi so I'm considering working with a controller that manages the wireless roaming
I know this can be done with a onpremise controller like the WC7600, but that is quite expensive to use in a small installation.
I can't find anywhere if this forced roaming management is possible using the cloud controller - Insight.

A complete comparison between the possibilities of the onprem and the cloud would be useful.
