I'll change my vote to SFTP IF and ONLY IF SFTP access for users can be added WITHOUT having to enable root SSH.
For now, you can force FTPS encryption using the FTPTLSRequired add-on (this shouldn't require the enabling of SSH access, though it's advisable to have it enabled just in case you need it). The Sparc version needs some more work and the x86 (e.g. for the Pro) version only works on 4.2.10.
