How to open RAIDiator ".13" file type?

The .13 isn't an extension, it's just the last part of the version number. OS updates for that model don't have extensions, and you simply load it via the NAS user interface.
But be sure your unit really is a "V2". If it's currently running RAIDiator 5.x, then it is. But if it's running 4.1.x, then it's a V1 and cannot run 5.x. Netgear "re-used" the "V2" designation, making things confusing.
