Did you set "security.tls.version.min" to 1 (browse to about:config and search for the setting). This is for Firefox.

What happens when you try to reach the page?

after taking +/- 5 minutes or more to finally time out when trying to reach/load the page, the error says:
Secure Connection Failed.
the connection to 192.168.1.110 was interrupted while the page was loading.
The page you are trying to view cannot be shown because the authenticity of the received data could not be verified.

That sounds like a different problem. Are you running any antivirus/firewall software?
