Plex has a library folder on PS4(nas is named Library)
Are you using the same account on the PS4 as you are on the NAS PMS server?
Try setting "Allow Fallback to Insecure Conections" to always on the PS4. On the NAS, make sure the network setting for "secure connection" is set to preferred, and the local network discovery (GDM) is enabled.
You could also make sure the DLNA server in plex is enabled, and then see if the PS4 media player can access your media using DLNA. (It's best to disable Netgear's built-in DLNA in your share settings if you do this)
