What you are experiencing is atypical. I own an Ultra4 and was running OS6.9.x (I don't remember what revision) on it up until I retired all of my desktop NAS in favor of rack mount. I kept it around for a while as a "sandbox" NAS, but don't think I ever went to 6.10.x on it. And while the Ultra4Plus and Pro4 with their dual-core processor is certainly faster, the Ultra4 was usable. So don't think you've just made a mistake in deciding to upgrade, there is some debugging to do on why your unit has such a problem.
If you have a spare drive you can install instead of the current array, that would be a good first step. Let the unit create a new OS partition and data volume using a single drive and see what happens.

I agree. I am thinking the disks might not be as healthy as you think they are.
Did you download the log zip file after the sync finished, and looked at disk_info.log at the stats? There could also be important clues in system.log and kernel.log.
