StephenB what if I take out the disks and reset the device to factory settings, I will not loose data on the disks right?

You can't do a factory resets w/o disks installed. A factory reset installs the system onto the disks.

Blue light flashing, disk drives lights don't come on. Device is on and can be heard.
Even trying to hard shutdown (from blue flashing light) nothing happens.
Plus RAIDar won't find it.
1. Are you seeing anything at all on the LCD panel?
2. Try removing the disks with the NAS powered down (labeling them by slot as you do this). Then turn on the NAS and see if you get the normal "no disks" status.
The second suggestion is to see if the chassis or power supply is the problem.

The power supply is on , the chassis how can i check this?
Taking each disk out won't I loose data?
I am seeing Booting, Please wait... on the LCD

I did tell you - remove ALL the disk powered down labeling by slot. Then see if you get "no disk" status on the LCD and RAIDar.
The PSU supplies multiple voltages, and if only some fail you can see some signs of life.
However, the fact that you are seeing the "booting" status suggests that the issue is more likely in the disks.

OK. It'd be helpful to run vendor diags on the disks. Do you have access to a windows PC? Also, you'd need some way to connect the disks to the PC (USB enclosures or USB/SATA adapters can be used, or you can connect directly to the SATA interface if you have a desktop PC).
Note you can also engage Netgear paid support on this. That includes data recovery if needed, the terms of service for that are here: https://kb.netgear.com/69/ReadyNAS-Data-Recovery-Diagnostics-Scope-of-Service

Stephen, I took all disks out and there was error on LCD panel Err: No disks
However, on the RAIDAR it is finding the device with another name and IP and no drives.
Paid support prices look ridiculous, I could just bin the device and buy another reliable brand
