You need at least 4.2.16 as that's when the new stuff was added. Can you also try:
http://ip.address.of.nas/addon?command=getAvailableAddons&url=http://www.readynas.com/app/get_addon_list?
Edit: it appears the longer URL above is not used by 4.2.19 (perhaps the URL is built into the getAvailableAddons command - can't tell as understandably, this info is encrypted).
