Can't connect to FTP via Passive Mode

I can only connect to FTP via changing the FileZilla options to fallback to active mode. I have tried several things and searched the internet for a while.

I've removed the masquerade as. I've changed the masquerade as to my IP. I've changed the FTP passive ports to 55000 - 5010 and opened the ports for both TCP and UDP. And ofc port 21 is open

Nothing seems to be working :(
