Duo v1 expansion: 2x 750GB to 2x 2TB - But Volume Not Larger

Just thought I mention it's still doing this over 40 mins later - blue power button blinking fast and disk 2 led lit and disk 1 led off. Any ideas what it's doing? Is it safe to turn off the Duo and try the factory reset again?
