Files disappear when accessed by two users at once.

most applications, and their files, are not designed to handle such situations.
when user a opens the file after user b, user a does not have any changes that user b made. So when user A saves his copy after user B, it will normally overwrite any changes that user B made which are now gone.
what application or type of file is it?
does it happen when stored on some other non-nas network location?
