Hmm. I understand that you have SSH access to your second NAS. If so there's two things you can check. First, the permission settings of the /tmp directory - should be 1777 (yup, that's really 1777 or rxwrwxrxt). Second you can try to upload the file on the second NAS but not install it. Instead after uploading have a look into the /tmp directory. There should be a file named update_file (or sth similar, I don't have access to my boxes right now). Check the file size and run md5sum against the file, maybe that's going to give some hints.
