No disk detected

NAS reports no errors  (that i can see) - i reboot and no disk are found. All Disk are new, new OS and new Raid.  I rebooted a few times and got the no disk detected each time.  

 

I open it up -  unplug power supply and all connections, reset memory  and it boots up properly!   What gives?
