On (1) setting the source to remote:Windows/NAS (Timestamp) would require you to set the source IP address to your local NAS. It is an odd setting to try, I am wondering why you think think it might help.
I think the problem could be due to a permissions issue - maybe try the advanced options page on the folder which contains the not backed up files, and try resetting the owner and permissions.
On (2) a more direct way to accomplish your goal is to change the "full backup" setting from "first time" to "every four weeks".
