Prevent file deletion, but allow writing and modification
I want to create a few shared folders with special permissions: I need to disallow file deletion, but allow file creation and editing. Is this possible? I can only set Read or Read/Write.

Exactly, this is to prevent accidental (or deliberate) file deletion outside of the snapshot window. Turns out a lot of data is missing from a directory and it does not appear in any snapshot, presumably it was deleted a very long time ago and just now some of our users have noticed.

If the act was deliberate, then allowing edit makes allowing deletion moot. The purpetrator could simply edit to zero content or, if the intent is to be more stealthly, replace the content with a similar amount of gibberish.
You can also use the right-click menu in Windows to set permissions, so long as everyone is accessing using SMB. Under the advanced options, Windows does have an express "delete" security attribute.
An issue I have had in a shared folder environment is people accidently dragging something to another folder, so do check for that. And you may want to re-think your snapshot duration depth.
