I wouldn't have removed all the logs, just perhaps emptied ones that had grown huge (possibly after copying them to the data volume in case they were needed to investigate a problem in the future).
Did that free up plenty of space on the 4GB root volume? Is it about 25-30% full now?
The symptoms you are seeing now may suggest that when the root volume was full /etc/default/services was corrupted. If it was then you can copy /etc/default/config/etc/default/services to /etc/default/services on the OS volume and add the line APACHESSL=1
You may also wish to do an OS Re-install.

So i've removed all /mnt/root/var/logs/*, rebooted the NAS and... well, something strange. Can't enable any service - CIFS, RSYNC, anything. Can't install SSH module (bin file isn't validated).
Will try again tomorrow (the NAS is in a remote place, i need to be there to reboot it to techsupport mode).

Thank you for your help! At some point I've just downloaded most valuable files and did Reset to Factory Defaults through Boot Menu, and it was the cure: after the reset everything is working well - ssh, cron backup script etc.
