SOLVED:
The 2 WD 8TB Red drives were preformatted. There is fine print that states the NAS will not start if the drives are preformatted. The solution was to do a Factory Default boot with only one drive installed. Once that's reformatted, then add the second drive and sync them up (Raid-1). Sync time was about 24 hours.
