Small correction to the command: the @ does not need to be quoted:
mv /usr/bin/rsync /usr/bin/rsync2
echo "/usr/bin/rsync2 --bwlimit=200 \"\$@\""> /usr/bin/rsync
chmod +x /usr/bin/rsync
