If it really is the dollar sign that's causing the problem, see whether using the wildcard "?" is allowed:
The trailing slash ensures that only directories -- not files -- with this name will be excluded, and the absence of a leading slash means that directories with this name will be excluded regardless of where they are in the directory tree.
?RECYCLE.BIN/
