What type system is runing Home Assistant? The only program by that name I'm familiar with runs on Linux (typically, a Raspberry Pi), and rsync is a native Linux protocol. If you simply downloaded a pre-made image for a RasPi or Docker, it could be pared down to not include rsync, but you should be able to add it. From the command prompt on that system, type rsync and see what you get in response.

I am running home assistant's own OS (which is linux based I believe). I have asked around on the forums there and it doesn't seem that rsync available on it. In my discussions on the Home Assistant forum, I did find an add-on that will allow Home Assistant to make and send snapshot to a Samba share folder on another system and it will then maintain the backups itself and delete old ones. I will probably test this out and roll with this.

Home Assistan't own OS is locked from having outside packages installed and doesn't even have a CLI unless you add that add-on. Limitations like that can be good for a beginner so they don't mess something up, but cause grief with a more advanced user. Still it's surprising that nobody has done an rsync package for it.
Unless your NAS is not on all the time, it's typically better to have backups come to it from an app on the backed up device, anyway. Those tend to have a better knowledge of what's really needed and reduce access issues.
Depending on how much there is to copy, the other option is to check the "Remove the contents of the backup destination before full backup" box and do a full backup every time.
Of course, I still don't understand why Netgear has not put in an option to delete files not on the source into the Windows backup protocols.
