NasTester (http://www.808.dk/?code-csharp-nas-performance) is a reasonable performance tester, and it makes it easy for other posters to compare what you are seeing with their results.

I would
(a) check the SMART stats on the disk
Run NASTester
(b) disable Jumbo frames if they are enabled
(c) disable antivirus
(d) create a test share with snapshots off and bitrot disabled.
Then run NASTester, and see how the speeds compare.
Antivirus will slow down writes, and snapshots/bitrot protection can also. Though it is easy to blame them, so doing some benchmarking is useful.
