slow transfer speed between 2 Nas 11mb/sec ?

How is your PC connected to the network?
Have you verified the NAS is connected to a gigabit router/switch? Your speeds sound like speeds you'd get using a 100mbit router.

im just using my computer by opening the 2 drives (mapped network drives) and just teracopying from one folder to the other. Normally when i copy files from just my pc to a NAS , i get around 70mb/sec but between NAS's its 11mb/sec
All routers and switches are gigabit.
