Are you seeing any warnings about a full root volume in the NAS web ui or logs? Also, how full is the data volume?
Have you any familiarity with ssh (Linux command line)? This issue can probably be fixed with ssh w/o a factory default.
If you aren't familiar with it, you could engage paid netgear support - they can likely fix this this remotely. If you ok with it, we can check to see if the OS partition is too full. If it isn't, there is a tool you can use that probably will solve the share problem.

1.People using admin credentials can see the data volume and shares within network and they can copy them. The share used to be seen separately before , but now they are under data directory
2.Yes ,People using their user credentials can only see their home shares
3. I cannot see the shares listed on the shares page of the admin web UI. But if I create a new share ,I can see it and also other users see it too
4.I have no backup data , but I now transfer data to a safer place
5. folks who can see the data volume has access the files in the shares.
6. I am using local users , shall I change it to active directory ?
