Enable Time Machine on the backup NAS setting the same quota as on the primary NAS then disable it again.
Setup a backup job on the primary NAS choosing "Time Machine" as the source and a new share on the backup NAS as the destination. Use NFS then change to using Rsync.
The Windows/NAS Timestamp should only be used for NAS to NAS backups if one of the NAS units supports neither NFS nor Rsync. CIFS is not a native Linux protocol.
