Unable to delete folder on NAS

The files are being moved by cut and paste...by a user that has read/write priv for the share. the files are being moved within that share to another folder in that same share. after the successful move, the files cannot be accessed by the user or other users. resetting the permissions instantly corrects this issue. why does this occur? it seems as though the permissions are not being set, though ive had users report that sometimes if they wait a while and try again the files work. Any ideas as to what would cause this behavior?

also ive tried checking and unchecking the "set permissions automatically" for new files. what is the advantage/disadvantage of this? if you are not setting the permissions automatically, what permissions will the file receive? the permissions of the parent? Is this used to set permissions different than those of the parent?
