I use IFTTT for integration with an HA hub, I use the presence detection on the HA side so I can give family members phones the ability to disable the cameras when they arrive and enable them when they leave for when we are on vacation and have someone watching out cat.  This works great, and doesn't give them the ability to look at our cameras.  What doesn't work so well is if I try to trigger a recording via one of my HA sensors and it is dark in the room, in this case the camera records but it records a black image since the IR lights don't activate like they normally would.  This may differ based on wheather the camera is armed or disarmed I haven't verified that yet, I'll try to do that tonight.

As long as Night Vision mode is enabled in the camera settings, the IR lights will come on when the ambient light is low. There's no manual control over that through IFTTT or even through the Arlo app.
PS. Stringify > IFTTT
