The base station will not work with my Modem. The ports are closed, 80 443 123. Will the Base Station connect through an Ethernet Switch.

Either open the ports if it's your router or contact your ISP to do it.

The Modem belongs to the ISP. They will not open the ports. The Base Station will not connect through an Eithernet switch either. This is all because Arlo wants to sell us a wifi system. If the cameras connected to my wifi system like canary does there would be no problem.

Not exactly accurate.  The Arlo Q cameras use your WiFi directly and will have the same problem since what's needed is to allow the cameras access to the Arlo servers using those ports.  

 

One thing that might work is to have the ISP supply only a modem and you supply your own router.  That way the ports are under your control.

I don't have an Arlo Q, I have an Arlo Wireless.

Same difference. Same ports need to be open.
