Netgear Cable Modem CM500

I just purchased a new Netgear Nighthawk router. In the set up i was to unplug all attached cords from Motem and unplug.  The first step in the setup of the router is to plug in motem and wait for lights to return as before.  The top light is green and the next is flashing red and has been for 30 minutes. no other light have returned to green. Now what do I do?

1. the CM500 isn't a router. Its a modem only device.

2. the 2nd and 3rd lights are the connection to the isp. If they're not locking, its not getting a connection to the isp. do you have the coax connected to the modem? And did the ISP provision the modem?
