Nighthawk X4S C7800 Ethernet ports not working

Nighthawk X4S C7800 Ethernet ports not working
Connecting Mac laptop and Apple TV using ethernet cable does not work. After logging into router, I see that all LAN links reporting status is DOWN. I troubleshooted by connecting an ethernet cable from LAN1 to LAN2 and the lights come on. So I assume this means that the ports are not broken. Access control box is NOT checked. Wifi is working, but not the best (cuts out on occassion), which is part of the reason I would like to be able to connect to ethernet as backup. How can I correct this problem and get my ethernet connections to work?

Factory reset the modem.
Connect a wired PC or laptop to LAN port #4 and see if you can access the modems web page at 192.168.0.1 or 192.168.1.1.
Try each port to access the modems web page.
Be sure your using a good working and quality cable between the modem and PC.
If this doesn't fix anything, return tie modem for another one.
