Router C7800 is blocking access to hotmail account

I am unable to access my email account for hotmail on my android phone Samsung s8+ when my wifi is on. It is blocked. If I turn off the wifi i am able to access i don't know what caused this and have call my internet provider nothing on their end can be done. I have rebooted router and also factory reset still not working.please help has anyone else had this problem?

"Blocked" could mean several things. What messages does the Samsung throw  up when this happens?

How is the Samsung connecting to hotmail? I assume that it is not with wifi?

Do it it just using wifi that gets it blocked? What about other sites?

Is hotmail trying to protect you from using an unknown source?

Which comes back to the messages that you see.

Maybe there is some some subtle security interaction between hotmail and your wifi source.

My phone is connected to wifi when I get block, but I shut off wifi and use date plan, when I use my cellphone data plan it works. I don't have the same problem with gmail, only hotmail. I get this message when I try to login on website:
This site can’t be reached
login.live.com’s DNS address could not be found. Diagnosing the problem.
And with app :
Cannot connect to server at this time.
All other websites and apps do not have this problem.Anything to do with my hotmail account is blocked, access to my account, as well as email account.
I had a work email connect to my phone that was recently updated and I thought it could be this but I removed my outlook app and logged out of everything . I was told by my IT work that it's not on there end could be the router.
Update while writing this:
I have been trying to connect to hotmail Sunday morning by wifi and so far it is currently working. I don't know what was done but I am able to login to my account on website as well as my email app.

Frustrating to say this but the problem is back again I am again blocked on my Hotmail. Telling me couldn't connect to my server. I don't know why it keeps blocking it.

It is not a problem of the Router !

My Samsung Note 8 also can not login to the Microsoft login.live.com (same error message as your's) , but not only via the Router, but also directly via my home WeFi network when Router switched OFF. No problem when connected directly to 4G network with WiFi OFF.

But, my son's OnePlus 6T smartphone has no problem in my WiFi network nor via my Router!

It seems the problem is tied to Samsung phones or their configuration..??

Send your question to Samsung support, I have done it and no response yet.

Try a different devices, like a wired PC or laptop or a pad(apple or samsung) to compare differences in hot mail access.

My email hotmail will not connect to the wifi i have and certain web pages like national grid will not connect to my personal wifi i have to use my cell data to connect.
