cm1200 cannot access 192.168.100.1

I just got a CM1200 cable modem and activated it on Comcast without problem. I have no problem with internet access, but I cannot access the configuration page at 192.168.100.1. To debug this. I've got my laptop (MacBook) connected to the modem directly (so there's no wifi/router games going on) and nothing else is connected to the modem.
When I try to access 192.168.100.1, the web page just times out wthout giving me a login prompt.
I've rebooted the modem and laptop and tried a factory reset and nothing has made any difference.
I've talked to Netgear technical support and they weren't able to help me. At one point they even suggested that the problem was in Comcast's configuration, but couldn't give me details about what might be wrong at Comcast's end. (So my conversation with Comcast tech support was pretty much "signal looks good, not our modem, not our problem.")
What I have noticed is that when I first reboot the modem, my machine gets 192.168.100.10 as its IP address (but 192.168.100.1 doesn't respond at this time). Once the modem is fully booted and connected, my IP address flips to 73.223.xxx.xxx (Comcast public IP space) so it's not too surprising that 192.168.100.1 isn't visible. (If this was a router, I'd think it was stuck in bridge mode, but it's just a modem.)
Other things I've tried:
- Looking for 192.168.0.1 and 192.168.1.1 but neither of those IPs respond either.
- Trying routerlogin.com, but I get the "you're not on the router's wifi netowrk" page.
- Rebooting the modem with the coax disconnected, but it seems to get stuck looking for a downlink signal and 192.168.100.1 never comes up.
- Tried a different (Windows) laptop just in case there was something weird in the networking on my MacBook
So, before I write the modem off as busted, does anyone in the community have a suggestion what I should try?

Sounds like the modem configuration is bad or the modem itself if bad. Try another.
One thing to try, is disconnect the coax from the modem, factory reset, does your direct connect PC access the modems web page? If not, Need a new one.

Apparently a factory reset while disconnected from the coax did the trick. (Either that or the modem hard me talking about returning it.) I'm able to access the config page now.
