CM1000 Capped at 400megabit Comcast Gig speed

I spent 2 hours on the phone with some "tech" saying its my modem thats the problem or its my wiring and i know for a fact hes wrong. All wires in my home are cat6a and the cox cables are brand new. I had full 900ish mega down and 40 up for a bit but then it started to slow. I still get full 40 up but my down speed was about 100-300 on so many sites. literaly every site said the same thing, exept comcasts own site which said i was getting 900 down and 40 up. The guy on the phone insists that my modem is broken and I need to RMA it with Netgear. Well to this day (all most 2 months later) its still slow and when i had it looked at i was told that it was perfect. So can someone help me figure this out. is it comcast or do i have a bad modem.

That is odd you are getting no readings on the Upstream power levels. Also the uncorrectables is cut off in the picture do you see large numbers in this area?

This is all that is on that page. Comcast controls the updates and boot files aparently also the event log is clear of anything. All that I just posted is all that I seel.

At this point you may need a ISP tech out to check the connections out side the house could be something bad in box out on the street.

See those unlocked channels? they should be locked. All those sync timing issues? You need a line tech to look at that. If a tech worth their salt comes out and does a line test, no way in hell, its gonna pass. They'll tell you flat out they need someone to come to take a look at the line.

I've contacted Comcast about this and they came and relpaced the coax fittings in my home. Either way the lines coming from the street have yet to be addressed but I'm expecting them to replace them soon. I'll either notice right way with the proper speeds or I will end up calling them again in a week or so asking if its been done.
