Can access internet, but not router

I have the N600 C3700 modem/router and an ARRIS modem.
This router was working fine last week, but I moved and now something is wrong. I can connect my laptop or roku via ethernet to the ARRIS modem and the internet works. However, when I connect the ARRIS modem to the Netgear modem/router with an ethernet, OR when I connect the Netgear modem/router directly to the coax in the wall, I do not get internet. I can connect to the router with my laptop and phone.
I have tried a factory reset by pressing the button on the bottom but this did not work.
Thanks for your help, I've asked a couple people and they had no idea what was wrong as this router is compatible with my internet provider.

I had to call the internet provider so they could add my MAC address.
