Cant Login to Router/Modem after factory reset

I somehow lost my wireless connection on the router early Friday am, been troubleshooting since with no luck! Tried all the info in articles posted here about not accessing the router after a reset.
After now doing  several hard factory resets, I still cannot access the router login page on any browser, using the standard "routerlogin.net & .com, or the standard "192.168-0.1 (or 1.1)" addresses, which "cant be reached". The "routerlogin.net/com" addrsses show up every time as..."You may not be connected to your Router’s WiFi network. To access routerlogin.com, your device must be connected to your Router’s WiFi network. " 

The odd thing is that I AM able to connect to the Netgear Web Based Gateway Configuration Utility (not the Router's normal congfiguration settings), when I login to 192.168.100.1 Here I see a the Genie inteface, but cant do much of anything (see attached screenshot).
So I finally call Net Gear Tech support and eventually am told that for $50 they will do a one time remote fix. The Rep indicated that "my IPv4 ip address of 80.50.254.105 was a "public" IP and that it needed to be a "private" IP for be to be able to login to the router and for my wireless devices to be able to connect to the router". That is almost verbatim what she told me. She assured me she knew how to fix the issue...for $50. I have tried several times setting a static IP with no luck, but Im also not sure im inputting the correct Ip's to be able to access the router. Can anyone here help me save a Grant on this problem? Thanks for your response. You are correct. After talking to the Rep again, it turns out the cause is my ISP. They claim it's the router, but the router is fine. The tech said she will be calling me back tonight, because the two tech support guys at my ISP were clueless, and she will talk with a supervisor, who she has worked with before, as this is a known issue with my ISP and this router modem.. She said they will have to come to the house to do just what you said...unbridge the modem, but if that is something I can do myself, I will look into it. Thanks for your help.

   What's under the "Administration" menu?  (You may not need to do
much.)

   That is a public IP address.  If your Windows system is getting that,
it suggests that the C3700 is in bridge mode, so that your Windows
system is talking directly to your ISP, not to your (router-mode)
router.

   Visit http://netgear.com/support , put in your model number, and look
for Documentation.  Get the User Manual, and look for "Cable Your Modem
Router to a Router or Gateway" (page 11).  You seem to want "Router
Mode (Yes)".

   Welcome to what may be the worst error message in the world.  For an
explanation, try:

   Briefly, the idea is that "[www.]routerlogin.net" should point to
your own router, but that's true only if you use your own router for DNS
name resolution.  With the C3700 in bridge mode, you'd be using your
ISP's real-world DNS server, which would take you to that (useless,
misleading) error page.
