Router not assigning IP addresses after power outage

I had a power outage today and now my router is acting up. My laptop is still connected to the network and the internet but anything else I try to connect to it won't. I've tried connecting my phone and a Playstation 4 to the network wirelessly. Both devices tell me that they can't obtain an IP address. I've also tried connecting the Playstation hardwired to the router and still have the issue of not getting an IP address. The firmware is up to date (1.0.0.70). I've tried restarting it but nothing has worked. The network is showing all my devices as connected but lists the device name and ip addresses as unknown. I also noticed that the wired device which I assume is my play station is showing an IP address of 192.168.1.1. Shouldn't that be the router itself or would that be my modem?
What can I do to fix this?

Have you tried to factory reset the unit by holding the reset button for 10+ seconds?
