I can confirm that Telstra MR1100 is not locked.
Please check the following to see whether the issue can be resolved.
1. Manually add your APN
2. Make sure the radio button in front of the newly created APN is checked. This is to set the APN as default so the device will use it to make data connection
3. On the same page, make sure Data checkbox is checked if it is empty.
