MR1100 unable to connect over Wifi or Ethernet

Hello, have a head scratcher and am trying to decide if my MR1100 is bad. I have 2 units, one is working fine. On the second, I put the same SIM card in it, turn it on and it appears to boot up. The panel shows it's connected to my cell provider ok, but it's not broadcasting any Wifi network and I can't connect via ethernet. I've done a factory reset, and it's powered up by cable (removed the battery). One the working one I can press the power button to cycle between cell and wifi info, but the bad one only shows the cell page and there are no other pages.

Anything else I can try before tossing it in the trash?

I have the exact issue - use the mr1100 in one location. Suddenly about a couple of weeks ago it stops working. I’ve factory reset - can only access the config screens via Ethernet to computer with manual ip config. DCHP not working but it’s connected to AT&T. This is a plan for this exact device. I guess my next action is to try downgrading the firmware.
