usually hotspots need the mobile app for access. Not sure if you'll be able to set it up since you aren't there for initial connection though.

Try it.
Install it, turn off the wifi and see if you can manage it. I've never really tried.

Both options should be possible, while connected to the same LAN (using discover), or while able accessing the Internet (over the serial number).
