I have an aftermarket Anker 18 watt but the device reboots sometimes

Yes. You can use the battery when plugged in. The device will reduce the charging voltage when detected the device is plugged in 7/24 in order to protect the battery. So when you see the battery is not fully charged after certain period of time, it is normal.

I am using the Nighthawk Mr1100 without battery sometimes plugged in.
I have an upgraded Anker 18 watt quallcom 3.0 charging block but the Nighthawk still reboots sometimes
Is there anything I can do?

Confirmed with our HW team. This is an HW limitation on M1, which is almost 5 years-old. The charger chip used on the device has slow response to power spikes. When no battery is used, the device will reset when the power spikes. Using the battery with M1 will help to resolve the issue since the battery will absorb the power spike and provide the stable current to the device.
