Black ops 4 will not work with circle enabled

Hello, black ops 4 on xbox one will not work with Circle enabled.  

I have removed all restrictions, etc. but it will not work. Disabling parental controls will enable it to work.  

Is there a workaround?  Setting I can change?

i have the R7000 Nighthawk wifi router.
