Circle Time Limit

I enabled the Circle app on my R8000 fw 1.0.4.12 and set a time limit 3 hours for Internet and 15 mins on Youtube. But I am able to view Youtube for over 30 mins and I check the history. The app said the time I spend on Youtube is . How does the time limit works on Youtube?
