Does Disney Circle filter 3G from Cell phone Service ?

I have netgear with parental control integrated with Disney Circle.

The question is about mobile devices that access internet without using wifi routers.

When at home does Disney Circle filter "Normal Internet" which doesn't require a modem or router ?
