Facetime unmanaged but doesn't work

Hi -

Orbi AC3000 running FW 2.7.2.104

I have facetime as an unmanaged app under my kid's profile, but outside of bedtime or if he has used up all his time, it still doesn't work.  It does work before bedtime or if he still has time left. 

I will actually see the call come through on my phone, but when I accept the call, it never connects.  Eventually it times out and facetime says connection failed.  I have tried setting VPN and "Chat & Forums" to unmanaged as well, but it doesn't help.  All IOS devices running the latest IOS.  Anyone else had this problem?
