RBR20 Orbi router - Circle app does not filter websites

I have an RBR20 Orbi router (Firmware v2.6.2.104) with one satellite. Initially the circle app was working to filter all the websites based on the filter level set. But suddenly it has stopped working and I cannot seem to figure out why. For example, I set it to block youtube.com and it will still not block it on the desktop or the laptop (both Windows 10 OS). I have tried to uninstall and reinstall the app but it still does not work. Looking for an answer on how to get it working again.

    Try disabling Parental controls on the RBR, reboot the RBR, then re-enable parental controls to see if this helps...
