I am able to get to the join page but it doesn't register against my internet account.
What am I doing wrong??

"I'm unable" is not a useful problem description. It does not say
what you did. It does not say what happened when you did it. As usual,
a description of actual actions, and their actual results (error
messages, ...), can be more helpful than vague descriptions or
interpretations.

Presumably, you have some kind of DSL service, and some kind of
computer, and a D6400 router, and these are connected somehow. I'll
guess that on this (unspecified) computer, you're using some Web browser
to talk to the router. Beyond that, it's all a mystery.

What, exactly, are you doing? And what, exactly, happens when you do
it? Have you asked your ISP or DSL provider how to configure this
stuff?

I'll try to avoid the snark and smartypants answers.
Which ISP are you on?
They should give you the details you need to login, things like username and passwords. (Some ISPs, BT for example in the UK, don't need all this.)
Have you been through the stuff in the QuickStart Guide?

Look at the bit on page 2 about step 5.
You talk about the "join page". Is this the web interface for the browser? (Best done with a LAN connection from a PC.) Or are you still stuck with the wizard trying to be helpful?
The wizard worked fine for my D6400, even though it was beta hardware. But with more eccentric ISPs the wizard might not work well with this box. (That's why I asked about your ISP.) So go for page 47 in the manual.
It is probably a simple thing. Just check that you have all the plugs in the right places, with DSL filters where you need them, and give us some clues about the lights on the box. For example, what do the DSL and Internet LEDs look like?
