Forwarded Port is Closed (Model: C7100V)

Hello. I'm currently trying to reestablish a Terraria server and it seems my port, despite being forwarded, is remaining closed. Can someone explain this to me? 

Last time I did this, the port worked properly but it seems to no longer work.
