Home network cannot access my home hosted sites

I can access the Internet without issue, I just cannot view my home hosted sites. The server is on a local IP but on a separate PC.

The only way I can access it is via my phone with WiFi turned off.

WTH is going on?

I can access webmin, AWStats, email et al, I just can't access these sites...

uPNP has been disabled, ports have been forwarded correctly.

   Are you using any of these?  Firmware version(s)?

   I'll assume that you mean that you get some kind of error when you
try to use your public IP address to access a server on your LAN from
within your LAN.

   Assuming that you're using a D7000v2, the explanation appears to be
bad firmware.  See, for example:

Are there any clues in the logs on whatever Netgear stuff you are using?

Have you tried different browsers?

Chrome, Edge and Firefox, among others know how you should use the WWW and will rap you over the knuckles if you break their rules.

Is this true for both ethernet and wifi attached devices? Or do wired devices work and wifi devices don't? In your wifi (wireless) setup on the router have you per chance checked the "Wireless Isolation" check box? This check box would keep wifi attached devices from being able to see other devices on your local network.
