Setup
When I try to complete the setup, I am prompted for admin and password. When I enter, I get an error message that I was timed out, and to reboot. This does not work, and there is no way past this step.

What modem/router do you have? Is it brand new out of the box? We need to know these things in order to help.

How are you going about this? With a mobile app or the browser graphical user interface (GUI)? The latter is better.
There are serious problems with the current version of the app. These include the symptoms that you describe.
Manuals are always a good place to start.

Feed in your model number and check the documentation for your hardware.
Look for the model number on the label on the device.
