Auto option is not important in this case. Either way it must be capped at 10mbps from ISP, then auto option is throttling down to 10mbps. It becomes non-issue. It is impossible to obtain 100mbps speed from 10mbps line.

Even if OP's Internet link is 10 Mbps, that doesn't justify running Ethernet at 10 Mbps.  100 Mbps is still useful for communicating between local devices in the network.

@adora_9015: Is your laptop the one with the RealTek?  A Google search suggests that the RealTek FE Family Controller has problems.  You could try uninstalling the driver and let Windows reinstall it automatically.  Or you could try going to RealTek's website and downloading and installing their drivers.  I think this is the link to the Fast Ethernet drivers (link), but you should make sure that they are the correct ones.

Re: speed & duplex

Do you have latest driver for the NIC? Tried to reload driver? Do you have latest BIOS on your laptop? If you are running Windows run a command  ping localhost  which will check out your NIC. And again are you trouble-shooting auto negotiation issues or speed issue? I am confused. Take look at your laptop BIOS, there is somthing about NIC.
