As the manual says:
"When the router is turned on, the modem router performs a power-on self-test. If the the Power LED turns red, there is a fault within the router."
If a power cycle does not work, the manual says:
"Clear the router’s configuration to factory defaults."

you can feed in the model number and find the documentation, and, if there are any, firmware versions and drivers for your hardware.
Look for the model number on the label on the device.
By the way, this is a very old (2007) modem/router. Nothing wrong with that, if it still works. But these things do not last for ever. Maybe the power cut did something nasty to the electronics. If it was due to a thunderstorm, they are great at frying chips.
